Commission disburses €438.6 million to Bulgaria under NextGenerationEU

The Commission has disbursed €438.6 million in grants to Bulgaria, marking the second payment under the Recovery and Resilience Facility (RRF), the centrepiece of NextGenerationEU. 

On 16 April 2025, Bulgaria requested to revise its Recovery and Resilience Plan under Article 21 of the RRF Regulation, including a REPowerEU chapter. This revision prompted changes to the country's second payment request, which had previously been submitted. With the Commission's agreement, Bulgaria withdrew its second payment request on 17 April 2025, intending to resubmit it after the revised plan was finalised. The revised plan was approved by the Council on 18 July 2025.

On 23 July 2025, Bulgaria resubmitted to the Commission its second payment request under the RRF for a total of €653 million. This request includes 59 milestones and targets covering 28 reforms and 12 investments. The reforms and investments include measures to enhance educationstrengthen justice and procurement systems with transparency and whistleblower protections, liberalize the electricity market, address energy poverty, and develop energy storage capacities.

The Commission partially greenlighted Bulgaria's second payment request on 3 October 2025.

Bulgaria still needs to implement one outstanding milestone as part of this payment request, which relates to the reform of the Anti-Corruption and Illegal Assets Forfeiture Commission (Milestone 218). The Commission will consider the disbursement of the rest of the funds once Bulgaria has addressed this non-fulfilled milestone.

Bulgaria's recovery and resilience plan is backed by €6.17 billion in grants. Today's payment will raise the total funds disbursed to 29.5% of the plan's allocated amount, with 38.2% of Bulgaria's outlined milestones and targets being achieved. Payments made to EU Member States under the RRF are performance-based.
