Commission endorses positive preliminary assessments of Cyprus' and Portugal's payment requests under NextGenerationEU

The European Commission has endorsed positive preliminary assessments of Cyprus' fourth payment request for €75.9 million and Portugal's sixth payment request for €1.34 billion under NextGenerationEU.   

Cyprus submitted its request on 18 December 2024, with the Commission confirming that it has satisfactorily completed 23 milestones and targets. These focus on expanding online government services, improving corporate transparency, digitalising healthcare, and streamlining property title processes.   

Meanwhile, Portugal's payment request, submitted on 14 November 2024, was approved following the successful completion of 32 milestones and targets. The reforms and investments cover key sectors including healthcare, judicial system, housing, forest fire management, renewable energy, and business environment improvements.  

The Commission has sent both preliminary assessments to the Economic and Financial Committee, which has four weeks to issue its opinion. Payments can proceed once the opinion is received and the Commission adopts a payment decision. Cyprus' recovery and resilience plan is backed by €1.020bn in grants and €200m in loans, while Portugal's plan is financed by €22.2bn in grants and loans. These investments aim to support sustainable growth and strengthen public services across both countries.
