MEPs will review the state of the EU with European Commission President Ursula von der Leyen and adopt a position on EU budget sources during September's plenary session (14-17 September).
State of the EU debate

Commission President von der Leyen will outline how the EU has dealt with Covid-19 and other key issues and the priorities for the next 12 months on Wednesday. Her speech will be followed by a debate with MEPs. Find out how you can follow the event and get involved.

Revenue in EU long-term budget

MEPs will set out where they expect funding for EU programmes over the next seven years to come from on Wednesday (16 September). They want the EU to have new own resources to finance its long-term budget and help repay the money the EU intends to borrow to support the economic recovery. Parliament has fast-tracked the procedure to allow the Council to take the final decision on the launch of the recovery plan as soon as possible.

Civil Protection Mechanism

The EU Civil Protection Mechanism has played an important part in providing support during the COVID-19 crisis. Parliament will vote Wednesday on a proposal aimed at strengthening the mechanism to make it even more useful in future emergencies.

Just Transition Fund

MEPs will vote on the establishment of the Just Transition Fund to help regions dependent on fossil fuels and carbon intensive industries make the shift to a greener future. Parliament is arguing for a wider scope for the fund and more incentives for EU countries to commit to the transition.

COVID-19

Parliament will discuss the lack of co-ordination between EU countries on travel advice and assessing the health risk in other countries. On Thursday (17 September) MEPs are expected to call for a common approach that would bring more clarity and ease travelling.

In other topics related to COVID-19, MEPs will call for more funds to support the struggling cultural sector in Europe and will propose ways to prevent future shortages of medicines.

Neighbouring countries

In a series of debates with EU foreign policy chief Josep Borrell, Parliament will discuss the tensions in the Eastern Mediterranean over Turkey’s gas exploration, the protests in Belarus following the disputed presidential elections in August, the poisoning of Russian opposition leader Alexei Navalny and the situation in Lebanon.
