Europe’s job market is shifting, and EURES is ready to lead the way into 2030
The new EURES strategy sets a clear direction to make finding work and workforce needs easier, fairer and more connected across Europe.
Europe is changing – and so is EURES. Digital advances, the green transition and an ageing population are reshaping Europe’s labour markets across the continent. In response, EURES has developed its Strategy 2030 to continue delivering meaningful services to workers and employers while reinforcing its role as a key network supporting fair labour mobility.
The strategy focuses on several key objectives that will benefit both workers and employers.
- Empowering workers. EURES aims to be a trusted partner for jobseekers regardless of their background. Through improved data-driven matching and clear, multilingual information, EURES will help jobseekers find opportunities that match their skills and aspirations. At the same time, the network promotes fair working conditions and continuously improves its services based on user feedback.
- Supporting employers. Recognising employers as the main source of job opportunities, EURES aims to strengthen its role as a reliable partner for fair recruitment. By engaging with employers and taking their needs into account, EURES seeks to ensure that its services remain relevant and practical. Improved skills matching is expected to support more efficient recruitment processes, while guidance on legal and fair hiring practices should contribute to increased transparency and trust. Cooperation with sector organisations and chambers is intended to further enhance targeted support to employers.
- Building a more connected and fair labour market for everyone. EURES aims to work closely with Public Employment Services and national stakeholders to support the functioning of the labour markets across Europe. By addressing regional imbalances in labour supply and demand, the network seeks to contribute to more efficient and coordinated mobility. Access to up-to-date labour market information is expected to help guide workers towards areas where their skills are needed, while respecting national systems and local conditions.
What’s new
EURES already connects people, jobs and labour markets, supporting fair recruitment and worker mobility across Europe. Its services are delivered through an extensive network of Members and Partners in 31 countries, including the EURES portal that provides access to job opportunities, candidate profiles and practical information, and the European Job Days platform. These elements already position EURES as a key actor in supporting labour mobility.
The Strategy 2030 builds on these foundations and introduces the following main developments:
- A stronger focus on user-centred and more tailored services for both workers and employers.
- Further development of a more advanced digital ecosystem to support skills matching.
- A greater emphasis on consistent, high-quality service delivery across countries.
- Expanded outreach to vulnerable groups, aiming to further improve their access to EURES services and opportunities.
- Reinforced cooperation between European and national levels.
By pursuing these developments, EURES aims to further strengthen its contribution to a more inclusive and resilient European labour market.
