The Recovery and Resilience Facility (RRF) provides a unique opportunity for member states to strengthen and build resilient long-term care systems. Under the facility, reforms and investments in long-term care across member states amount to EUR 8.1 billion.

According to this thematic analysis, the RRF:

  • enables the construction and renovation of hundreds of care facilities across Member States as well as the purchase of tools to enhance home and community-based social services promoting de-institutionalisation and independent living
  • enhances the training of social and healthcare workers, nurses and caregivers to provide quality, accessible and close-to-home support for people in need
  • supports the design and implementation of adequate and effective financing of long-term care services, including by putting in place integrated and coherent frameworks between healthcare and social care services

This paper is part of a series of thematic analyses undertaken by the European Commission to illustrate the impact of the Recovery and Resilience Facility (RRF).
