Commission disburses the second payment of €378.1 million to Finland under the Recovery and Resilience Facility

The European Commission has disbursed to Finland a second instalment worth €378.1 million in grants (net of pre-financing) under the Recovery and Resilience Facility (RRF). As for all member states, payments made to Finland under the RRF are performance-based and depend on the implementation of the investments and reforms presented in its recovery and resilience plan.

On 11 October 2024, Finland submitted to the Commission the second request for payment of €378.1 million under the RRF covering 23 milestones and four targets. These cover measures to advance digitalisation, promote renewable energies and green transport, boost research and innovation, and expand opportunities in higher education by creating new student places.  

On 12 February 2025, the Commission adopted a positive preliminary assessment of Finland's request for payment. The favorable opinion of the Economic and Financial Committee of the Council on the payment request paved the way for the Commission to adopt a final decision on the disbursement of the funds.   

Finland's overall Recovery and Resilience Plan will be financed by €1.95 billion in grants.
