IRU reiterates call to withdraw Russian customs’ unilateral decision

gtk_bigThe IRU delegation has concluded three days of high-level discussions with Russian authorities and other stakeholders, urging the FCS RF to withdraw, without delay, its unilateral and illegitimate decision to no longer accept TIR guarantees on the Russian territory.

An IRU delegation, headed by Secretary-General Umberto de Pretto, held various meetings this week with the head of the Federal Customs Service of the Russian Federation (FCS RF) Andrei Belyaninov. At these meetings, the IRU repeated its call to the Russian Government to withdraw the FCS RF unilateral and illegitimate decision to no longer accept guarantees as provided by the TIR System on the Russian territory. The IRU stressed that if the measures cited in the FCS RF letter dated 4 July 2013 come into force as currently planned in one-month’s time, on 14 September 2013, they would constitute, de facto, a flagrant breach of the UN TIR Convention. This opinion is shared by the international community and notably the United Nations and the European Commission both of which officially addressed the Russian government requesting the withdrawal of the FCS RF decision.

During the meetings held with the head of the FCS RF, it was jointly decided to immediately establish a working group composed of the FCS RF, ASMAP and the IRU, with the aim to find a solution to the current situation.

The first meeting of this working group took place on 13 August 2013 and further meetings will take place next week, allowing time for the FCS RF to thoroughly review all of the documentation provided by ASMAP and the IRU.

The IRU delegation equally took the opportunity of its presence in Moscow to fully brief the representatives of 28 EU Member States on the IRU’s concerns and the grave economic and political ramifications if the FCS RF decision were to be implemented.

The IRU delegation together with ASMAP also briefed the international and Russian media as well as business representatives at a press conference held on 14 August.

At the press conference Umberto de Pretto said: “Allow me to appeal to all stakeholders to do their utmost to urge the competent Russian authorities to take the sound, wise and right decision to withdraw the FCS RF letter as soon as possible.”
