Commission welcomes agreement on €131 million support for modernization of public administrations

Digital Single MarketOn 23 September, member states approved - via their Committee of Permanent Representatives (Coreper) - a new €131 million  programme that will help modernize European public administrations and provide interoperable digital services. This adoption follows an agreement at technical level with the European Parliament.

The new programme, ISA², which will be run by the Commission, will build on the success of its predecessor, ISA. It will ensure seamless electronic cross-border or cross-sector interaction between European public administrations. ISA² will support the development of interoperable digital solutions which will be available to all interested public administrations on European, national and regional level, free of charge.

By using ISA² solutions, administrations can ensure interoperability between different IT-systems responsible for the delivery of electronic services. This will lead to a harmonised interoperability landscape in Europe, saving time and costs, and contribute to the creation of a Digital Single Market. The programme will run from 2016-2020. Formal adoption by the Council of the EU and the Parliament is awaited before December

Digital Single Market Commissioner Andrus Ansip said: “Citizens and businesses interact digitally nowadays. For both, their interactions with public administrations should be just as easy, and this irrespective of borders, and possibly 24/7. The ISA² programme will be financing solutions that help modernise public administrations in Europe and deliver the European Digital Single Market. ”

Digital Economy and Society Commissioner Günther H. Oettinger said: “Public administrations need digital solutions to provide better services to citizens and companies, reduce administrative burden and enable interoperability and cross-border co-operation. ISA² will contribute to this.”

ISA² is the latest programme in a long line of Commission programmes that support the interconnection, digitisation and collaboration of Public administrations since the 90ies. The current programme, ISA, which ends this year, has supported the development of more than 20 eGovernment solutions that are today operational in Public administrations across the EU.
