Commission 2026 work programme: Strengthening independence, security, and global engagement

On 21 October, the European Commission presented its 2026 work programme, detailing actions to foster a more sovereign and independent Europe. Titled “Europe's independence moment”, the programme tackles current and future challenges, including threats to EU security and democracy, geopolitical tensions, economic risks, and climate change.

The programme builds on President von der Leyen's Political Guidelines, mission letters to the College of EU Commissioners, and ideas from the 2025 State of the Union address.

A more sovereign and independent Europe: Key deliverables

The 2026 Commission work programme focuses on six main areas:

Sustainable prosperity and competitiveness
Defence and security
Social model and innovation
Quality of life – food, water, nature
Democracy and the Rule of Law
Global engagement

These initiatives require substantial resources, as outlined in the recent Multiannual Financial Framework (MFF) proposal of nearly EUR 2 trillion, pending approval by the European Parliament and the Council.

Strengthening European security and borders

The programme emphasises flagship initiatives like the European Drone Defence Initiative for the Eastern Flank Watch. It also aims to reinforce border protection, combat organised crime, and enhance cross-border critical communication systems. Additionally, it will implement the Pact on Migration and Asylum to manage long-term migration and security concerns.

Key actions for 2026 include:

Strengthening EU Agencies Europol and Frontex
Modernising rules to combat organised crime
Creating a European critical communication system
Digitalising the return process for migrants without the right to stay in the EU

Background

Annually, the Commission adopts a work programme outlining actions for the following year, informing the public and co-legislators of political commitments. This includes new initiatives, simplification proposals, withdrawal of pending proposals, and reviews of existing EU legislation. The work programme results from close cooperation with the European Parliament, Member States, and EU consultative bodies.
