Commission disburses €464 million to Lithuania under NextGenerationEU

On 14 January, the European Commission disbursed €464 million to Lithuania, marking the fourth payment under the Recovery and Resilience Facility (RRF). The Facility is the centerpiece of NextGenerationEU - the Commission's post-pandemic programme to support Member States' recovery, economic growth, and competitiveness.

Measures linked to this payment request include reforms and investments that will drive positive change for citizens and businesses in Lithuania in the areas of public financeeducationenergy efficiencyresearch and health.

The Commission partially greenlighted this request on 13 November 2025. Lithuania submitted its payment request to the Commission on 4 August 2025.  Of the €514.5 million initially requested by Lithuania, an amount of approximately €59 million has been suspended due to the partial fulfilment of a milestone related to personal income taxation and social insurance contributions. Lithuania now has six months to satisfactorily complete this milestone.

Now with the favourable opinion of the Economic and Financial Committee of the Council, the funds have been disbursed by the Commission.

With this fourth payment, the total funds paid out to Lithuania under the RRF now stand at €2.26 billion, which is 58.7% of Lithuania's total allocation. Lithuania's overall Recovery and Resilience Plan is financed by €3.85 billion, of which €2.3 billion are grants and €1.55 billion are loans.

Payments under the RRF are performance-based, contingent upon the successful implementation of national plans. With a view to the closure of the Facility at the end of 2026, Members States must implement all outstanding milestones and targets by August 2026 and submit last payment requests by the end of September.
