Commission disburses payments to France and Belgium under the Recovery and Resilience Facility

The European Commission has disbursed payments under the Recovery and Resilience Facility (RRF) to France and Belgium, following positive assessments and approval by the Economic and Financial Committee of the Council. These performance-based payments depend on each member state's implementation of the investments and reforms outlined in their respective recovery and resilience plans.

France received its fourth payment of €3.26 billion in grants (net of pre-financing), following a request submitted on 21 January 2025. The payment covers 7 milestones and 10 targets focusing on energy efficiency, sustainable transport, digitalization, cultural and health infrastructure, and reforms aimed at reducing greenhouse gas emissions and improving public spending quality.

Belgium received its second payment totaling €869 million in grants and €40m loans (net of pre-financing), based on a request submitted on 25 July 2024. This covers 37 milestones and 9 targets addressing reforms, among others, in energy renovation, e-government, spending review, and environmental permitting. The request included investments, among others, in circular economy, digitalization, renewable energy, circular economy and AI and cybersecurity.

France's overall Recovery and Resilience Plan is financed by €40.3bn in grants. With this latest disbursement, the total funds paid out amount to €34.13bn. Belgium's Recovery and Resilience Plan is financed by €5.3bn, including €5bn in grants and €244m in loans.
