The European Commission has endorsed a positive preliminary assessment of Ireland's second payment request for €115.5 million under the Recovery and Resilience Facility (RRF), part of NextGenerationEU. Following the submission of the request on 23 December 2024, the Commission confirmed that Ireland has successfully completed 17 milestones and targets, addressing key reforms and investments across sectors such as climate action, digitalzation, health care, and pensions.

Flagship measures include a reform to simplify and harmonise the supplementary pension system, through legislation to expand withdrawal and transfer options and equalise the tax treatment of employer contributions across different pension schemes. Another key initiative is the launch of the Enterprise Emissions Reduction Investment Fund, aimed at decarbonising the industrial sector by supporting carbon-reducing technologies and energy monitoring systems.

This positive assessment highlights Ireland's continued progress in implementing reforms and investments that will drive a greener, more digital, and inclusive future for its citizens and businesses. Ireland's overall Recovery and Resilience Plan will be financed by €1.15 billion in grants. More information on Ireland's Recovery and Resilience Plan is available online, which features an interactive map of projects financed by the RRF, as well as on the Recovery and Resilience Scoreboard. More information on the process of payment requests under the RRF can be found in this document of questions and answers.
