NATO's Stoltenberg warns against underestimating Russia

Ukraine must decide the terms of negotiations to end the Russian war against it, NATO Secretary General Jens Steltenberg said on Monday (14 November). He warned that Moscow's strength shouldn't be underestimated despite recent victories on the battlefield.

On Monday, visited Kherson, the newly captured southern city. This was the third major setback for Russian President Vladimir Putin since February.

"We shouldn't underestimate Russia," Stoltenberg said. Stoltenberg stated that the Russian armed forces have significant capabilities and a large number troops. He spoke at a news conference in The Hague with Dutch officials.

"The next months will be challenging. Putin wants Ukraine to be cold and dark in the winter. He said: "So we must keep the course."

Stoltenberg echoed the comments made by Antony Blinken, U.S. Secretary-of-State, over the weekend and said that Ukraine had the right to decide when and how to negotiate with Russia to end the conflict.

"They are now paying the highest price in terms loss of life and damage to the nation." He said that Ukraine must decide on what terms they are willing to accept.

Stoltenberg said: "What happens around a table is fundamentally tied to the situation on the ground." He added: "So what should we do? We should support Ukraine and strengthen their hand so at some stage there are negotiations where Ukraine is an independent sovereign country in Europe."
