EU and Vietnam deepen partnership in science, technology and innovation

On 27 May, the European Commission and Vietnam’s Ministry of Science and Technology signed a letter of intent to strengthen cooperation in science, technology and innovation. It is expected to deepen collaboration between researchers, universities, startups, industry and public institutions.

Signed during Commissioner Ekaterina Zaharieva’s mission to Hanoi, the letter of intent follows the recently concluded Comprehensive Strategic Partnership between the European Union and Vietnam. This letter of intent also reflects a shared ambition to make science, technology and innovation a stronger pillar of co-operation and support future competitiveness, resilience and sustainable growth.

Startups, Research, and Innovation Commissioner Ekaterina Zaharieva (pictured) said:

"Vietnam’s scientific and engineering talent complements the EU’s scientific excellence, innovation ecosystem, and research-to-market strengths, making it a mutually beneficial partnership. As we celebrate 35 years of EU–Vietnam relations, we look ahead to deepening strategic cooperation in AI, green technologies, and digital transformation."

From co-operation to stronger innovation ecosystems

Vietnam is already actively engaged in Horizon Europe, with researchers and organisations contributing to collaborative projects in areas including digital technologies, health and green innovation. The   letter of intent aims to strengthen cooperation through increased researcher mobility, knowledge exchange, innovation partnerships and stronger links between research and industry. 

Background 

The European Union and Vietnam recently upgraded their relationship to a Comprehensive Strategic Partnership, the first such partnership between the EU and an ASEAN country. Vietnam is the EU’s largest trading partner in Southeast Asia and among the region’s fastest-growing economies.

Vietnam is already participating in Horizon Europe, with 32 participations and 29 signed grants involving Vietnamese organisations and researchers.
