Commission disburses third payment of €18.5 billion to Italy under the Recovery and Resilience Facility

The payment of €18.5 billion on 9 October in grants and loans was made possible by Italy's fulfilment of the 54 milestones and targets linked to the third instalment. They cover several key reforms in the areas of competition, justice, education, undeclared work, and water management, as well as transformative investments in digitalisation, particularly concerning the public administration and cybersecurity, renewables, electricity grids, railways, research, tourism, urban regeneration, and social policies.

As for all member states, payments under the Recovery and Resilience Facility (RRF), the key instrument at the heart of NextGenerationEU, are performance-based and depend on the implementation by Italy of the investments and reforms described in its recovery and resilience plan.

On 30 December 2022, Italy submitted to the Commission the third request for payment under the RRF. On 28 July 2023, the Commission adopted a positive preliminary assessment of Italy's request for payment. The favourable opinion of the Economic and Financial Committee of the Council on the payment request paved the way for the Commission to adopt a final decision on the disbursement of the funds.

Following the Council's adoption on 19 September 2023 of a targeted revision of the Italian recovery and resilience plan, one target originally linked to the third payment request was replaced by a milestone and transferred to the fourth payment request. The amendment does not change the overall ambition of the measure.

The overall recovery and resilience plan of Italy will be financed by €191.6bn (€69bn in the form of grants and €122.6bn in the form of loans). To date, the Commission has disbursed €85.4bn to Italy under the RRF. This includes €24.9bn in pre-financing received in August 2021, €21bn under the first payment request, €21bn under the second payment request and €18.5bn now under the third payment request. The amounts of payments made to Member States are published on the Recovery and Resilience Scoreboard, which shows the progress made in the implementation of the Recovery and Resilience Facility as a whole and of the individual recovery and resilience plans.
