European Parliament: The week ahead (22-28 June 2015)

Juncker’s Strategic Investment Plan

The European Strategic Investment Fund, designed to leverage €315 billion to boost the EU economy, will be up for a debate and a legislative vote. Arrangements for financing the fund will be of particular interest. A vote in favour would enable the Juncker plan to start in the summer.

European Council

Migration, Ukraine, economic governance and security are all on the 25-26 June EU summit agenda and are likely to come up in Parliament’s debate with Council and Commission the day before. The state of play in talks between Greece and its international creditors is also bound to be raised.

Economic governance

Parliament’s views on the EU’s economic governance architecture, including proposals for improvements, will be set out in a debate and resolution The draft text says that economic governance rules for the euro area are not working as well as they should, as they are too complex, lack ownership and are not consistently enforced. EU heads of state or government are to discuss economic policy coordination rules at the June European Council.

Committee meetings

Commissioners Valdis Dombrovskis, Pierre Moscovici, and Marianne Thyssen will debate country-specific recommendations for 2015 with the Economic and Monetary Affairs and Social Affairs committees. Calls to pay more attention to national specificities and possible spillover effects to other countries and to involve national parliaments when deciding on structural reforms are likely to be among the issues raised by MEPs. Data protection

Parliament's chief negotiators, justice ministers from outgoing and incoming Council Presidency holders Latvia and Luxembourg and the EU justice Commissioner will meet to start negotiations on updating EU data protection rules. A joint press conference will take place immediately after the first round of talks between the three institutions. (Wednesday)
Security

In the run up to the 25-26 June European Council, which will also focus on security issues, EU foreign affairs chief Federica Mogherini will debate the EU security agenda and members’ calls for more action to address the recent EU border crises with Foreign Affairs Committee MEPs. (Tuesday)

President's diary

European Parliament President Martin Schulz will meet Sumitra Mahajan, speaker of the Indian Parliament (Lok Sabha) and Jan Hamáček, speaker of the Czech Republic Chamber of Deputies, on Tuesday. On Wednesday, he will deliver a speech at a ceremony in Madrid marking the 30th anniversary of Spain's signature of the EU accession treaties, and take part in a debate entitled "More or less Europe?" in Brussels. Finally, Mr Schulz will meet Estonia’s Prime Minister Taavi Rõivas and address the European Council, followed by a press conference, on Thursday.
