#China: Chinese officials encouraged to innovate

li_keqiangChinese Premier Li Keqiang pledged more efforts to encourage officials to engage in innovation and reforms as he opened China's annual legislative sessions on Saturday 19 March. Analysts believed the move will greatly inspire their work enthusiasm amid economic downward pressure, writes Che Bin from People’s Daily.

China will motivate innovators and reformers by improving the motivation system and giving more understand for those mistakes that arise from innovative ideas, Li claimed in the government report he delivered at the opening meeting of the fourth session of the 12th National People’s Congress.

The mechanism will inspire officials’ enthusiasm for work by offering them chances to correct mistakes that arise from innovation, according to him.

Li’s reassurance comes when China is comprehensively deepening reforms, during which new roadblocks kept emerging. Wrong approaches will probably be taken since those officials have no precedents to refer when they addressing those problems.

Amid such backdrop, those innovators need more inclusiveness for their mistakes and chances to correct them. By adopting such a mechanism, a favorable environment for reform and innovation will be created.

Analysts added that China’s civil servants are usually more conservative and less innovative than those in Western nations.

They believed that in today’s China when it dedicates to comprehensively deepening reform, more understanding for mistakes has special significance.

As a keyword included in the government work report, the mechanism can greatly motivate officials’ inspiration for innovation amid the economic downward pressure.

However, analysts pointed out though innovative explorations are encouraged, actions that deliberately violate rules cannot be tolerated. Those who are found dereliction of duty or doing their jobs irresponsibly also need to be on alert.
