Lisbon, a city with over half a millenials, will pay around 15 million euros ($16.28million) per year for the measure. It should be in effect by the summer.

Lisbon to offer free public transport for young and elderly
Lisbon will provide free public transport for children, students, and the elderly in a move Mayor Carlos Moedas stated was vital to Portugal's fight against climate change. Moedas stated that Lisbon was following the lead of other European cities. Tallinn, Estonia's capital, and Luxembourg City provide free transportation for all residents. London and Paris also offer free travel to some elderly and children.
The Lisbon city council unanimously approved Thursday the plan that all residents below the age 18 will be able to use the subway, buses and yellow trams to get around the city.
Moedas stated that Lisbon's actions would encourage the rest of Portugal to adopt similar measures.
"This is an historic moment. He said that Lisbon should be included in the Champions League of cities fighting climate change. However, he acknowledged that it was financially impossible to provide free transportation for all.
He said that the measure would also protect the most vulnerable against rising fuel prices.
Moedas stated that although initially the initiative for free travel will be limited to central Lisbon residents, he believes it can be expanded to include the whole metropolitan area of Lisbon, which is home to more than 3 million people, or a third of Portugal’s population.
