Commission receives Czechia's third payment request under the Recovery and Resilience Facility
The Commission has received the third payment request from Czechia for €1.9 billion (net of pre-financing), of which €1.7 billion in grants and €190 million in loans, under the Recovery and Resilience Facility (RRF).
Czechia's third payment request concerns 41 milestones and 24 targets. It covers reforms in the energy sector, such as establishing a streamlined permitting procedure for renewables, a legal framework for energy communities and energy sharing. It also includes a Single Environmental Opinion which will replace up to 26 construction permitting administrative acts that were previously required and issued by different authorities. Further reforms include the creation of a national requalification database, the strengthening of the national waste management legislation, and the introduction of legislative protection for whistle-blowers.
The request also covers important investments in areas including rail infrastructure digitalisation and electrification, the reconstruction of railway bridges and stations, energy efficient renovations of public buildings, industrial research in enterprises, and the digitalisation of courtrooms. Investments in the development of government IT systems to better support the self-employed, improve the management of social security information as well as better manage data by the Czech Statistical Office are also covered.
The Commission will now assess the request and will then send its preliminary assessment of Czech' fulfilment of the milestones and targets required for this payment to the Council's Economic and Financial Committee.
Czechia's overall recovery and resilience plan will be financed by €9.2 billion, of which €8.4 billion in grants and €800 million in loans.
