EIB-JASPERS courses boost Sustainable Urban Mobility Planning skills across the EU

The European Investment Bank’s EIB-JASPERS technical advisory team has been offering free training on Sustainable Urban Mobility Planning (SUMP) across EU countries, available both in-person and online, writes Carla Giaume.

Funded by the European Commission and the EIB under the JASPERS mandate, with support from DG MOVE and DG REGIO, the initiative aims to enhance the skills of urban transport planners and stakeholders. It includes two main streams: SUMP training and National SUMP Support Programmes (NSSP).

The SUMP training targets local authorities and is delivered in local languages through simultaneous translation. It includes: 

  • A core overview of SUMP methodology and challenges.
  • Two additional core modules on investment programming, integration with other plans, and coordination with local and strategic transport plans.
  • Six elective modules (chosen from 16 options based on country-specific preferences) covering topics such as climate change, stakeholder engagement, freight, safety, and social inclusion.

The NSSP workshops target national contact points and address NSSP concepts, European Commission guidance, systemic barriers, legislation, funding, monitoring, and national-level evaluation. They include case studies, discussions, and recommendations for future NSSP development.

Since September 2024, 10 SUMP Trainings have been delivered to almost 400 experts from national and city representatives in Belgium, Croatia, Cyprus, Czechia, Hungary, Italy, Lithuania, Portugal, Romania and Spain. The recent SUMP training session in Zagreb, Croatia on 7-8 April provided a unique capacity-building opportunity for 33 experts from national and city authorities with an interest in urban mobility planning and SUMPs. 

Recent NSSP workshops have been held in Athens, Brussels and Prague. The NSSP workshop in Prague on 3-4 April, brought together 32 national representatives from 21 EU Member States to exchange knowledge and best practices regarding National SUMP Support Programmes. The workshop focused on financing SUMPs to ensure quality, deliverability, and impact.
