European Parliament debate on Common Fisheries Policy report, as well as an additional report on deep-sea stocks and fishing in the North-East Atlantic and international waters, votes on following day.

Employment, Social Policy, Health and Consumer Affairs Council: to reach a general approach on the posting of workers enforcement directive; progress report on gender balance among non-executive directors of public companies and equal treatment directive; expected adoption of a recommendation on Roma integration measures.

Eurogroup: adopt statements on final review of the Irish and Cypriot adjustment programmes; discuss Greece Troika report; agree to IMF recommendations on the euro area; agree work programme for next six months.

Tuesday 10 December

European Parliament votes on: ILO Convention concerning the use of chemicals at work; illicit manufacturing of firearms and their components; Rights and Citizenship Programme 2014 – 2020; Justice Programme 2014 – 2020; Recovery and resolution framework for non-bank institutions. Address by the President of Mali. Debates on: the Globalisation Adjustment Fund; Mandatory automatic exchange of information in the field of taxation, votes on following day.

Economic and Financial Affairs Council: discussions to agree a general approach to establishing a single resolution mechanism for failing banks; political agreemetn on a revision of the directive on savings taxation; adopt conclusions on eliminating harmful tax competition; a first exchange of views on the Commission’s alert mechanism report for macroeconomic imbalances.

Employment, Social Policy, Health and Consumer Affairs Council: discussion on updated medical devices regulations; adopt conclusions on ‘modern, responsive and sustainable health systems’.

Wednesday 11 December

European Parliament votes on: the programme to protect the Euro from counterfeiting ‘Pericles 2020’; appointment of Daniele Nouy as Chair of the Supervisory Board of the European Central Bank.

First calls made under the Commission’s Research and Development programme Horizon 2020, budget nearly €80 billion.

Thursday 12 December

European Parliament votes on the European Central Bank Report 2012; Directive on fees for bank accounts, provisions for access to and switching accounts.

Foreign Affairs Council: exchange of views on the post-2015 agenda for sustainable development and poverty eradication; discussion on policy coherence for development; briefing by Commission on ‘the agenda for change’, in particular, on joint programming.

Transport, Telecommunications and Energy Council – Energy: will try to reach political agreement on the draft directive on indirect land-use change amending the fuel quality and the renewable energy directives; there will be an update on completing the internal energy single market by 2013 and developing interconnections to European gas and electricity by 2015; there will also be a review of energy relations with countries outside the EU.

Commissioner Alumnia receives Ed Davey, UK Secretary of State for the UK Department for Energy and Climate Change.

Friday 13 December

European Commission will present a Communication establishing a EU Quality Framework for anticipation of change and restructuring (QFR). This document aims to minimise the social impact of any restructuring processes.

Environment Council – will have an orientation debate on invasive alien species, and; CO2 emissions from maritime transport.
