#Cuba: Fidel Castro 'passes away at time of challenges' says EU High Representative

161126fidelcastroEU High Representative/Vice President Federica Mogherini issued a statement following the passing away of Comandante Fidel Castro, offering heartfelt condolences to his brother Raul, the wider family and friends.

Mogherini described Fidel Castro as a man of determination and an historical figure. The High Representative said that his passing comes at a time of great challenges and uncertainties and of great changes in his country.

The EU and Cuba concluded their negotiations for a bilateral Political Dialogue and Cooperation Agreement (PDCA) on 11 March 2016. The agreement includes three main chapters on political dialogue, cooperation and sector policy dialogue as well as trade and trade cooperation. The PDCA aims to contribute to enhancing EU-Cuba relations, accompanying the process of "updating" the Cuban economy and society, promoting dialogue and cooperation to foster sustainable development, democracy and human rights, and finding common solutions to global challenges.

The Political Dialogue and Cooperation Agreement of last spring, represented a turning point in EU-Cuba relations.
