Press-IAEA board declares Iran in breach of non-proliferation obligations

On 12 June, the IAEA Board of Governors adopted a resolution declaring that the Iranian regime is in breach of its nuclear obligations. Submitted by the UK, France, and Germany, and approved by a solid majority, the resolution expresses “deep concern” over Iran’s failure to explain uranium traces found at undeclared sites and urges full and immediate cooperation with IAEA inspectors, writes Firouz Mahvi.

Despite repeated warnings, Tehran continues to obstruct inspections, withhold crucial information, and restrict monitoring. According to the IAEA’s latest report, Iran now holds more than 140 kg of uranium enriched to 60% purity—dangerously close to weapons-grade—and over 5,000 kg enriched at lower levels. These levels far exceed the JCPOA limits and represent a direct threat to global non-proliferation efforts.

Maryam Rajavi (pictured), president-elect of the National Council of Resistance of Iran (NCRI), welcomed the resolution and emphasized the urgent need to activate the UN’s snapback mechanism and reimpose all six suspended Security Council resolutions. She stressed that these steps are long overdue and must now be implemented without delay.

Mrs Rajavi also noted that the regime’s clandestine nuclear sites at Ivanaki and Kavir in Semnan province—revealed by the Iranian Resistance in May and June—have yet to be investigated and are absent from the IAEA report. These facilities underscore the regime’s long-standing pattern of secrecy and deceit. Without NCRI’s past disclosures, the mullahs could have developed nuclear weapons years ago.

She further highlighted that the regime has never abided by its commitments under the NPT or Resolution 2231, using negotiations merely to buy time. The pursuit of nuclear weapons and the export of terrorism are strategic pillars for the regime’s survival, especially following its mounting regional setbacks.

As long as this regime remains in power, it will not abandon repression, terrorism, or its nuclear ambitions. The only viable solution lies in supporting the Iranian people’s struggle for democratic change. As thousands of international lawmakers and dignitaries have affirmed, the global community must recognise the right of the Iranian people and their organised resistance to achieve a secular, democratic republic.

The time for half-measures is over. The IAEA resolution must be followed by decisive action.
