Temporary protection decisions highest in 2 years

In September 2025, EU countries issued 79,205 new decisions granting temporary protection to non-EU citizens who fled Ukraine as a consequence of the Russian war of aggression against Ukraine. This marks a 49.0% increase from August 2025 and represents the highest monthly number of new decisions recorded since August 2023. This increase follows the adoption by the Ukrainian government at the end of August 2025 of the decree giving men aged 18 to 22 inclusive the right to leave Ukraine without hindrance.

At the end of September 2025, a total of 4.3 million non-EU citizens who fled Ukraine had temporary protection status in the EU. Compared with the end of August 2025, the total number of people from Ukraine under temporary protection increased by 49 555 (+1.2%).

The EU countries hosting the highest number of beneficiaries of temporary protection from Ukraine were Germany (1 218 100 people; 28.3% of the EU total), Poland (1 008 885; 23.5%) and Czechia (389 310; 9.0%).

Among the EU countries with available data, the number of people under temporary protection increased in 24 countries, with the 3 largest absolute increases observed in Poland (+12 960; +1.3%), Germany (+7 585; +0.6%) and Czechia (+3 455; +0.9%). The only decrease was registered in France (-240; -0.4%).

The highest ratios of temporary protection beneficiaries per thousand people were observed in Czechia (35.7), Poland (27.6) and Estonia (25.5), whereas the corresponding figure at the EU level was 9.6 per thousand people.

On 30 September 2025, Ukrainian citizens represented over 98.4% of the beneficiaries of temporary protection in the EU. Adult women made up 44.0% of the beneficiaries. Minors accounted for almost one third (31.0%), while adult men comprised close to a quarter (25.1%) of the total.

Data presented in this article refer to the attribution of temporary protection status based on the Council Implementing Decision 2022/382 of 4 March 2022, establishing the existence of a mass influx of displaced persons from Ukraine due to the Russian war of aggression against Ukraine, and introducing temporary protection.

On 13 June 2025, the European Council adopted the decision to extend the temporary protection for these people from 4 March 2026 to 4 March 2027.

Methodological notes

  • Structures of beneficiaries by age and sex have been calculated based on available data, while disregarding the unknown category.
  • Temporary protection is a procedure provided only in the event of a mass influx or imminent mass influx of displaced persons from third countries who are unable to return to their country of origin. These people are granted immediate and temporary protection, particularly if there is also a risk that the asylum system will be unable to process the influx without adverse effects for its efficient operation, in the interests of the persons concerned and other persons requesting protection.
  • Deregistration procedure of persons under temporary protection varies across countries and can result in large month-to-month decreases in the number of registered beneficiaries if not implemented on a continuous basis.

Country notes

  • France: data do not generally include minors.
  • Spain, Cyprus and Greece: data on the number of persons under temporary protection at the end of the month include some persons whose temporary protection status was no longer valid.
  • Luxembourg, Portugal and Iceland: data for September 2025 are not available. 
  • The EU aggregate for September 2025 was estimated using the latest available Luxembourgish and Portuguese data at the end of August 2025.
  • Denmark: break in time series in September 2025.
  • Italy: break in time series in June 2025. People who did not show up during the renewal procedure introduced in 2025 were removed in June 2025 from the statistics on the number of persons under temporary protection. Late renewals are reintroduced in the statistics only at the date of the renewal. Before June 2025, only people, who explicitly informed Italian authorities about leaving the Italian territory or changing residency status, were removed from the statistics.
