EU says Serbia, Kosovo fail to reach deal, warns of escalation
Monday's (21 November) emergency talks in Brussels saw the leaders of Serbian and Kosovo fail to resolve their dispute over the car plates that were used by the Kosovo ethnic Serb minority.
Josep Borrell released a statement following the talks, saying that "after many hours of discussions starting at eight o'clock in the morning, the parties could not agree on a solution today."
He said: "I believe that there is an important responsibility to the failure of the talks today as well as for any escalation or violence that might happen on the ground in upcoming days."
